Why do paver patios sink or heave?

Almost always the base. Pavers over a couple of inches of sand on clay move with every wet winter and hot summer; pavers over six to eight inches of compacted aggregate on a graded subgrade do not. Edge restraint matters too — without it the field spreads and the joints open. When two quotes are far apart the difference is usually what you cannot see.

How long does a patio or walkway take to build?

A typical patio is a few days to a week: excavation and base on the first days, then laying, cutting, edging and sanding. Walls and steps add time because they need their own footings. The base is compacted in layers and it is the part that cannot be rushed, so a crew that finishes a large patio in a day has skipped it.
